Check with ordinances to see if a citation of some sort can be issues. If so, contact the police or petition the city council. If you are on friendly terms with your neighbor, it might be solved with a simple conversation expressing you concern.

Talk to your neighbor about it. You will likely find that he is not monitoring you at all but rather using the system for perimeter defense for his property.

There is no law against filming or taking photographs of people or objects in public places. You should consult with an attorney to discover if your neighbor's camera is violating any laws in your state or county that pertain to a homeowner's privacy rights. Erecting a fence, planting shrubbery or using window-coverings may be your best options.

Public property may be recorded by anyone, business property the owner has to post a sign you are being recorded. Private property homeowners can record their own property but have to be very careful not record their neighbors property.

This is invasion of privacy and infringes on rights to quiet enjoyment. There are laws to protect citizens from nosey neighbors who do this.

Check with local authorities to find out if he is violating any law first. If that doesn't work, is there a way you can block his view without causing trouble?

Your neighbor may or may not be trying to directly point this at your property. They may have it there to get that particular view of their property. Though I would confront your neighbor nicely and ask why it is pointed towards your property, let them know it makes you uncomfortable and violates your privacy as a home owner.
