My ex-husband had his girlfriend serve me papers. He was also on the property. Isn't that against the law?

There is no law against your ex-husband being in the same location as you unless you have a protective order in place. It is not clear why his girlfriend is involved. But while that might be scummy, it's not illegal.

Any person who is not directly benefited by the service can serve papers. The person who is seeking service can also be present, but cannot be the one who is actually serving papers.

On the face of it, nothing you described is illegal. On the otherhand, if you have a restraining order against your husband, it is possible that he has acted illegally, and you may have a case against him. You would need to consult with a legal professional to be sure of this. If an attorney is unaffordable, see a paralegal.

Depending on what state you are located in, yes it is. Also, it may also be illegal that he has started a relationship with someone if you two aren't separated yet. It may be something you would want to discuss with a lawyer and find our rights in your state.
