Unfortunately, the Post Office considers alcoholic beverages "restricted" if they've got .5% or more alcoholic content and aren't allowed to be shipped internationally. Fedex also won't ship food or alcohol internationally. UPS however will ship alcohol to the UK provided they've got an alcohol content of 70% or less and you have to fill out a couple of forms.

No,it is not illeal as long he is over the drinking age, and it is pre-apprved by the mail administration.
