No, Toulouse is not a normal first name at all, and if it ever was it was in the old ages and it would be out of fashion in nowadays France. It is the name of a town in south west of France, and of a famous French painter of the nineteenth century.

I think Toulouse is normally a surname however, at times in France Toulouse is first name, for example: Toulouse Latrec, however, I do not believe it is as common as say Gerard, or Jean-Pierre. Toulouse is also the name of a town in France.
