The actual herb itself, whether dried or fresh is not toxic. However, Thyme oil can be toxic when used in high doses and can cause irritation when applied topically on people with sensitive skin.

Thyme is not toxic in either its dried or fresh form. It is perfectly fine to eat. Thyme oil, on the other hand, is toxic as are most other essential oils and should never be taken internally. But it is never sold for culinary use so you shouldn't worry.

No more so than any other herb is. There are some people who tend to be hypersensitive to it but those are very few and far between. There are also those who have certain allergic reactions to it but those are generally mild and very rare. So, overall, the answer to the question is no.
