Most wallpapers can be painted over if they're first primed with an oil-based primer, but this is generally not a good idea.

Absolutely. It generally has a thick texture and is great for covering up an imperfect wall. It's available at Lowe's and other home improvement stores.

any wallpaper can be painted.the key is priming before you paint. you must use a primer that is either shellac or oil based-latex primers are no good on wallpaper.once your primer dries you can use any latex or oil based paint.

Special kind of a wallpaper that you can paint,no.But you can always paint over your wallpaper if it's of light color.

It isn't a good idea. First you should try to remove a wallpaper with warm water, you can use a steamer. If you cant remove you can paint with very good quality paint like a Gardz.
