Yes babies can sleep with their eyes open. When we day dream we are sleeping with our eyes open because we are dreaming. Babies do that too. They sleep with their eyes open sometimes.

No there is not. Nobody (at any age), can sleep with there eyes opened, as your eyes can't be focusing on anything to fall into a sleep.
