I couldn't find any. But there's the International Association of Ice Cream Distributors & Vendors. Please look into it and see if this Association fits your needs:

The Nationwide Caterers Association (NCASS) covers all forms of mobile catering, including ice cream vans. NCASS is the trade association for the mobile & outside catering industry in th UK

well, i don't really know if there is any ice cream truck association in the USA, but there is an International Association of Ice Cream Vendors, perhaps you should check to that association if there any ice cream truck association in USA
