According to registered breed standards, toy is not a recognized size. A "toy" chi is simply a smaller size of a very small dog. Buy from a reputable, dependable breeder.

All Chihuahuas are considered to be toy sized dogs. According to the Chihuahua Club of America, Chihuahuas should not exceed 6 pounds as adults. There are also breeders who breed teacup sized Chis, but they do not breed for health so should be avoided.
