Is there a time in which a process server cannot serve because it is too late in the evening?

As a general rule, no. Service may be made anywhere at any time (though federal court rules do require service to be made on US soil). Even if improper service is made, it is generally not worth fighting because jeopardy is not attached to such a dismissal and the Plaintiff can (and usually will) refile.

No. A process server can show up any time in order to make the delivery. When a several attempts have been made and failed, other approaches are necessary.

Many servers are down for maintenance or back up between 12 midnight and 4 AM local time. (These are the most common maintenance windows. ) A process server cannot serve when it is down in those maintenance sessions.
