Sailor Moon manga is definitely designed for girls. It stars multiple female leads who fight crime on Earth and sometimes in space. They go through daily life issues that most girls face and form healthy relationships amongst themselves. There is also mention of a Prince and Princess and their love thata transcends time. It's completely aimed at girls.

Although Sailor Moon is a cartoon with mostly female characters, it is not on directed exclusively to girls. Sailor Moon has drama and action that can be appealing to males as well. However, overtime the cartoon has in fact been more pupularized among the female audience due to the main characters that were created.
