Is the art of handwritten letters still taught in school?

Children in school are still taught how to write letters. How much time they spend doing so depends on the school and teacher. If you think your child has not gotten enough practice you can always work on it at home.

I think the last time I learned about handwritten letters was in sixth grade. That would have been about seven years ago. I definitely remember we learned about them in elementary school. So I would say that yes, the art of handwritten letters in still taught in school, at least seven years ago.
