Yes it is a scam and they will never pay and you never win with any of these fake survey companies. If a survey company asks for money run away from it is more than likely a scam also.
I have completed several surveys from this company and I have received incentive payment checks for my time. I haven't had any problems with the payments or with the company in genral.
