Silence can be passive-aggressive, but only when it is an expression of anger or resentment, such as when it might be a deliberate attempt to avoid engaging with someone.

It can be, but not always. Other passive aggressive behaviors would be agreeing to do something and then not doing it, messing up a person's work behind their back after they finish and not confessing, mocking authority, jealousy, criticizing them in front of a superior, whining and sulking or other sullen behaviors.

Absolutely. If one is silence during a conflict when the other person is trying to process a problem it absolutely is passive aggressive, and manipulative! Silence is also used as a way to increase the anxiety in another person.

It is considered as a passive- aggressive behaviour. Not doing things properly instead of saying "I dont want to do it" ; when asked to do something which a person dislikes ia a p-a behaviour
