Some Lancome mascara are waterproof, some are not. It should say if it is waterproof. Waterproof mascaras and other types of mascaras can be cleaned off by using make-up cleaner, which are usually light oil-based. After washing your eyelashes with make-up cleaner, wash the entire area with water and soap.

Yes, on every occasion that I have used Lacome mascara it has been extremely waterproof. I wash it off by wetting a towel with warm water and softly scrub away the mascara. I love this brand of mascara, and would suggest it to my friends.
