I wouldn't recommend it for facial hair. I would use some sort of wax system. The upper lip can be sensitive and Nair burns no matter what part of the body you use it on. There are tons of facial hair removal systems. Check at your local drug store.

I would not use Nair to remove facial hair. I think that it is too harsh for the delicate skin on your face (especially above your lip). I would go and have your hair removed through threading.

Nair has a specific product that you can use to apply to your face, upper lip, chin, eyebrows and other sensitive areas such as the bikini line. It is best not to use regular Nair for legs and underarms for example, to your face because it might be too strong for sensitive areas.

It is safe to use hair removal creams on your upper lip, but only leave it on for the least amount of time possible. Most brands will offer a cream that is made specifically for facial hair, which tend to be a weaker concentration.
