A solution of vinegar and water is an excellent and safe cage cleaner. If you can, take your bird out of the cage when you clean.

this is not a good idea. If the mixture is not perfect the fumes will harm your bird. Vinegar has been used in the city to kill pigeons

Yes. However you must make sure you rinse the cage very well, and make sure that the smell is gone before you replace your birds.

It should be safe to clean your birdcage with Vinegar and not harm your parakeets, as long as you make sure to rinse your birdcage out really well with water before putting the birds back into the cage. This is because vinegar is not so acidic that it will seep into the plastic of the cage. Don't use bleach.
