It's not a scam. The deal with coupons is that the business usually puts a condition on it - e.g. "save 15% on a purchase of $15 or more". That way they ensure you buy something. Even if it gives something away for free, it brings in potential customers.

It's not at all a scam. Generally, if they get anything at all, it's usually just a kick back (financial retribution) from the company the coupon is for.

As long as the coupons are from the manufacturer or the store, it is not a scam. Coupons are a form of advertising, so they get your business.
