There are studies that show that potential dangers of children using mouthwash with alcohol. There are special mouthwashes that they make to get children into the habit of using a mouth rinse, but that do not have the potential dangers of traditional mouthwashes. Also, fluoride can be a potential danger for children.

It is safe for children to use mouthwash under the supervision of an adult. Because there is alcohol and the chance of becoming inebriated by swallowing the product, it is better to watch until the child can be trusted. There are mouthwashes like ACT which are just for children and come in yummy flavors.

Toddlers and small children shouldn't have mouthwash because they tend to swallow it. When they are old enough to realize swallowing the mouthwash is bad then you can find many mouthwashes on the market for kids that are safe for them.
