The law requires that information about the winner be made available. How it is available depends on the law in the state where the raffle was held. Contact the organization who held it. Contact the State Attorney General's office if you are not satisfied with the response.

it is legal to hold raffle but you cannot be a winner unless all the terms and conditions are fullfilled by the winner. it depends on the authorities toselect winners.

All raffles, unless otherwise stated should have a winner, that is the whole reason behind having a raffle. One person should be chosen winner.
