Common bleach is sodium hypochlorite (NaOCl). It is actually a strong base, which is the opposite of an acid. The effectiveness of bleach is due to the fact that it is a strong oxidizer.

No a bleach is actually a strong base. It has a pH of about 13 which makes it into the base side. If it were an acid, it would have to have low pH.
