Yes, any US mint glitch is valuable to a point. double sided coins are extremely valuable, a unprinted one, depending on when it was printed, is comparable.

Yes, it has value. This is known as a blank phanchet. This is the case where the coin was not stamped. This is a common defect.

Depending on its condition, an unstamped or mis-stamped quarter could be very valuable. Manufacturing errors that leave the mint are very rare but do occasionally occur.
