Is a split bolt connector the best way to splice a wire?

For quick work, they're certainly usable. However, the safest way to splice or combine wires is to use solder and heat shrink covering or electrical tape. With solder, the joint should never separate.

There are a number of factors which determine the best way to splice a wire. A split bolt connection is often the "best"; it is uniquely so for dissimilar metals--copper and aluminum wires. One drawback is the time required to make up a split bolt connector; and, for non-specialized, low voltage (under 600 volts) connections, there is no advantage.

What's best depends. Split bolt advantages: interconnect force, changeable; disadvantages: size, insulation. Wire nut advantages: changeable, insulated; disadvantages: size, interconnect force. Crimp ferrule: advantages: size, interconnect force; disadvantages: insulation, unchangeable.
