Ideally, yes, the agency is paid because they are a business. And, all businesses are out to make money. PR agencies also have a reputation for paying for placement, an unethical act looked down upon in the media business. If they have a placement, then chances are they are being paid.

They totally get paid for this. In essence you are paying them to find you a job by agreeing that some of your potential payment will go to them.
