Is a permit test always written?

Permit tests almost require the ability to read. Some are pen and paper tests, while others are given on computers or touch screens. If a person cannot read, they should contact their local DMV and ask about their options. Said person will likely be advised to learn how to read.

I took my permit test on a computer at the DMV, so no they are not always written. Although, they can be taken on paper if you have something wrong with your vision and are unable to look at a computer screen for a long period of time.

The permit test is almost always written but you should call your local licensing department to ask whether they have an alternative for you. I'm guessing that the bulk of driving is just recognizing common traffic signs and knowing the rules of the road. If you can demonstrate that you know these verbally, you should get yoru permit.
