I would not suggest any type of woodwind or brass unless he is going to get training in a school band or receive private instruction. If he is going into one of the 2 above it is a perfectly acceptable beginner instrument.
The Bb clarinet is the most typical clarinet for a beginner to start on, and most beginner models will come in Bb. Most beginning music and instruction manuals are also written for Bb clarinets.
