If there is a collision between the President and the Congress, can Congress restrain the President in foreign policy?

Congress has the right to void or disagree all policies that the president has. In other words the president only suggest the laws and make the final signature for the laws.

Yes, the congress can restrain the Presidents foreign policy. If a congress can go against the president and choose not to declare war and they can make cuts to foreign aid.
