If I had a Cingular cell phone, am I now with AT&T?

Yes, they merged a while back. It is the same company, just a different name on the bill. I was confused at first but when I called the company, they said it is still the same.

Yes the companies have merged together. Even though your cell phone may have the cingular logo, it is infact using AT&T towers for it's signal.

Yes, you are. However, some older Cingular phones don't work with AT&T, so you may have to switch phones. Most of these phones are locked to Cingular.

Since Cingular was bought out all service are now provided by ATT. So yes now you are on their network and can use any phone that may have not be available with Cingular.

Yes. Cingular and AT&T merged. If AT&T is now the lead company, then you are considered in contract with AT&T. Likewise, if Cingular is now the lead company, you are considered in contract with Cingular. Your phone does not make a different. When you buy a new phone, it will be set straight.

Yes you are now with AT&T. They are now one company. I know they merged sometime in 2004-2006. Usually when two companies become one you have service with the one that ate the other one. I'm sorry you didn't notice it right away, and if you have any further questions you can give AT&T a call.
