Cover the broken skin with an ointment and a waterproof bandage. Swimming in pools or salt water is probably okay; I would avoid rivers and lakes.

If you have an open wound, you are better off not swimming. The broken blister is an entry for harmful bacteria to enter your body and even your bloodstream.

If the contact with the water doesn't hurt, you should be OK. After the swim, make sure to clean it well and add some aloe based ointment.

Going swimming with a opening on the skin wouldn't be a good ideal for safety as well the other people swimming you might want to wait until it heals.

If you need to go swimming, I suggest using some Neosporin then putting on a waterproof band-aid.
