You need to treat the cut end in a good rooting hormone. Plant with the leaf above dirt and cover your pot in plastic wrap or a plastic bag. Keep the soil moist. Transplant after well rooted, 3-4 weeks, tug gently to see if it is rooted. Transplant to a larger pot and treat it to good sun.

Strip the bottom leaves off of stem of the cutting. You can put the cutting in water, letting it take root like that or you can plant in potting soil.

Once you have a mandevilla cutting, it is important that you not allow the roots to dry out. If they have dried out, it is too late so there's nothing to do. Otherwise, put it in soil and water it.

Take the cutting and put it in a mixture of rooting powder and water. When you see small roots growing from the cutting, put it in a pot of planting medium. Monitor the moisture. When it reaches the size where it can sustain itself, transplant it in good soil. This is generally done in the Spring or Summer.

Plant your mandevilla cutting in soil keeping the leafy stem section above the soil line. Water the plant and keep the plant warm and the soul moist. In about 3 weeks you cutting will take root and be ready to be transplanted.
