How should I go about removing shrubs?

Determine if you would like to save the shrubs. Preserve the root ball for transplanting and allow 2-3 feet diameter for the root ball. If you do not care if the shrub lives, you can chop up the shrub and remove the stump and artery roots as much as possible.

Simply stated but difficult to do. You need to just dog out the plant, roots and all. Especially of the plant is a monocotyledon, be sure to get the taproot, as a new plant can propagate from a taproot left in the ground. For some cases, if the roots extend too far, drill holes and insert salt in the holes.
