Go to trade events to meet people, and subscribe to trade magazines. Learn everything you can about scriptwriting and storyboarding. Polish your pitch to perfection, and don't give up.

I would try to pitch your tv idea to producers in hollywood or with the execs at major network stations in order to get your idea off the ground.You can also try an independent TV channel and they could help you with your idea on a smaller budget.

Write a script. Once you've done that, try and get an agent, and then go to various television studios. Hopefully a pilot will be done, and go from there.
