Rubbing alcohol on a few areas could do the trick but you should really leave this up to conservators. Due to the nature of oil, you may ruin your painting.

Use a feather duster. With a top to bottom motion. Use a damp cloth to clean the frame. Spritz the back side of the canvus with warm water.

I would have something like that professionally cleaned. I would call around and see if anyone in your area cleans things like that. I would not try to clean them myself for fear that I might ruin it. When it comes to cleaning things like this it is better that professionals do it.
