New York Public Health Law requires a person to be 18 years of age before s/he can purchase rolling papers. As such, the vendor can ask to see identification at the time of the purchase.
As far as I have experienced the laws are pretty much the same concerning tobacco products. Rolling papers are considered to be tobacco products. 18 is the legal age to purchase tobacco products.
Most rolling papers are sold in head shops and no one in their right mind would sell to a minor for fear of being included in an undercover sting. I am quite sure you have to be over eighteen.
