Candlepower is a term that refered to the amount of visible light emited by a glowing object. A standard candle gives out about 0.01876 Watts so 15 million would be 281400 watts. The sun produces about 4 x 10^25 watts of visible light. The beam would travel forever however it's visability depends inversly on the square of the distance.

There is no limit on how far light will travel unimpeded, so the answer is forever, unless you throw in some dust or particles along it's path. Candle power will make the light visible to less sensetive devices.
