Every country has a different level of liquor consumptions. Countries that have lots of tourist may have a higher level since more people are on vacation and wanting to relax with a drink in the sun.
It varies dramatically. For instance, in countries and continents in more developed and wealthier territories, the rates are very high. In lower tiers (such as Africa, parts of South America, etc.), it's much lower.
