According to the old 1970s commercial, it was two licks and then a single big bite into the chewy center in order to eat a tootsie pop. The number of licks it takes for many people is dependent upon how they eat it, how large the piece is, and whether or not it is melting.

i didn't think anyone had ever been able to lick their way there and that is why no one knows the answer. remember that little owl said three. unfortunately i don't have an tootsie pops to try to count it for you.
