Yes, it's cruel. The practice is relatively recent. It was started in 17th century (in the Southern Tang dynasty says Wikipedia), so the foot binding can aprox 400 years.

This process began at about age 4 to 7 years. foot would be repeatedly rebounded up till a girl stopped growing.Chinese foot binding was practiced in china about the 10th century and ended in 1911 after approximately 1000 years.
