Well, if you need to defrost it, it will probably take a couple of hours. Best to leave it out thaw for a while that way you don't need to defreeze it.
It completely depends on the thickness of the steak. For a steak that is 1/2inch think, it would take approximately 15 minutes of constant running cold water.
