there really is no way for a consumer to repair an electical motor. Best option would be to remove the motor and take it to a qualified motor repair shop.

Disconnect from electricity. Inspect the air intake and outlet for signs of clogging with debrise. With care disassemble housing and clean debrise from housing. Blow compressed air into motor. Reassemble.
