A circuit breaker is a piece of metal on a switch that opens and closes to complete the circuit. When there is too much electricity, it flips. The reason is that the wires would melt if there was too much current going through it, possibly causing a fire.

Circuit breakers are for safety. When a short is created the circuit is tripped and the flow of electricity stops. Without them the short continues and can create a fire.
