Normally you need to have a basic feel for and already finished melody for lyrics. Sometimes just messing around on an instrument can bring out an melody/harmony.
You can start with the lyrics: write whatever you're feeling, like you would with a poem. Then you can play around with an instrument and use notes to convey emotions.
