In Windows you have to go the option called Control panel, and then you have to search for the icon "add/remove programs" and click on it, you will see a new window where you can find all the programs installed in your computer, you just have to search the name of the flash program and click in the uninstall option.

A flash player should never pop up every time you go on the internet unless you are going somewhere with pop up ads. Download an adblocker and install it.
