It depends on the phone model and the kind of block. If the Phone shows "keypad is lock", "Enter Unlock code" or "enter SIM PIN" You can do it by yourself looking to the phone manual. Otherwise, contact your cellphone provider.

It depends on the phone you have. Some can be unlocked by a software, some can only be unlocked by your carrier. You can even get codes from the internet to unlock these phones.

You cannot unblock a phone that has been blocked by the Telecommunication Authority department of your country. The only way is to go to the company and get it checked.
