One great way is to remove the upper layer of dead skin by exfoliating. Usually, a scrub and a sponge applied in a circular motion would do. Wait until almost out of the shower prior to doing so, as it makes the upper layer of skin softer. After exfoliating, use a tweezer to pull the remainder ingrowns out.

I was advized by a doctor, to get a pair of tweezers and find the hair in the middle. When you find it, pluck it out and make sure you get the entire thing. Afterward make sure to thoroughly clean with hydrogen peroxide or alcohol on a daily basis. This is painful but it will heal soon after.

You can draw out ingrown hairs with astringent so that you can pull them or pluck them or you can scrub with a texturized scrub to draw them out. You can also find creams to help sooth them.
