Contact your-local-utility; Find-out where the utility-service-line-ownership-ends & your-supply-line-ownership-begins. Have a plumber or your-local-utilty turn your-supply OFF. Replace the leaking-supply-line-section (requires adapting fittings/supply-line); pipe-clamps/fittings could be used, but they usually still-leak.

In most cases you would have to shut off the main water line from the city, unless there is another shut off valve that would stop water from entering the leaking pipe. The shut off valve for the main water line should be in front of the property under a metal cover that says "board of water".You'll need a big crescent wretch.
