Your best bet is to go to your local fabric store and pick out a pattern to follow. They always have poodle skirt patterns in the Halloween costume section, and it is much more likely to fit than if you try to make one completely from scratch.

A poodle skirt is a round circle with a hole in the middle for your waist. It is usually make from felt and doesn't need hemming, if cut the right length. Sew a felt poodle with a fancy leash and velcro closures for the waist.

A poodle skirt is essentially a good circle skirt. You need two rectangles to fabric. Luckily, these should leave you with only two edges to sew. Determine the length (knee length is preferable) and sew the edges together. Sew in an elastic waist. please do consider a petticoat, and sew on a poodle or records for fun!

You just need a large piece of fabric and some elastic or a zipper. Obviously you need a sewing machine. You will also need a pattern but fortunately you can find them at Walmart while you are picking up your other supplies. Most importantly is the poodle. Have fun.
