If you have an inequality, one of these should be there: <, >, <=, >= If you need to set it equal to zero, then move all of the terms to either the left or right side of the inequality. That will leave a zero on one side. Then change the inequality symbol to an equal sign. Solve as usual.

Setting an inequality to zero just means getting all the terms to one side so that the other side has 0. For instance, if the inequality is x^2 + x > 3, then you subtract 3 from both sides and end up with x^2 + x - 3 > 0.
