I cannot possibly stress with more emphasis how much fear this question strikes into me. Your question lacks any specificity and implies you don't even know where to begin with this. Considering that this is double the voltage of a the a/c outlets in your home, and assuming you haven't wired those either, I beg you to call an electrician.

Not enough space to give an adequate answer. Books are available at stores like Lowe's/Home Depot, and they have people who can give you detailed instructions and materials you'll need.

You will need to be pretty careful in doing this. If you're planning to run a 220V you need to consider the fact that 220 isn't really 220, its actually 208 so if you are going to power a kiln you need to probably buy a step up converter. That will bump it to its full 220.
