The dealership is one of the few places that can do this. An independent shop may be able to, but generally they use dealer equipment to do exactly the same thing.

It starts with having to mess with electronic circuit board. I wouln't suggest you to do it if you're a novice, you'll need a professional mechanic or dealer to do this kind of job. This job is very tricky and if not done right, will cause more added problems. They have more advanced tools exact for problems like this.
